Jeff. D. Batts

Jeff. D. Batts was our firm's founding partner. Jeff emphasized tax matters in his practice, and that emphasis led to a concentration in the areas of: estate planning, including the drafting of wills and trusts and estate administration; income tax planning, advising individuals about the structure of their business and personal affairs in accordance with their individual goals and aspirations; and representing clients in disputes with Internal Revenue Service in the U. S. Tax Court, several U. S. District Courts, the Fourth Circuit Court of Appeals, and in disputes with state tax authorities through administrative channels, and in all state trial and appellate courts.

Jeff advised and represented individuals ranging from the modest family business owner to some of the most successful entrepreneurs and businessmen in North Carolina. As it is not the practice of the firm to identify its clients, Jeff declines to name any of those he represents, but it is correct to say that he represented a large number of successful individuals and businesses throughout eastern North Carolina.

In addition to his practice, Jeff was an active member of numerous legal and community groups in Rocky Mount and North Carolina. Jeff was instrumental in the North Carolina Bar Association's organization of practice units related to various areas of the law and, upon its formation in 1987, was a member of the NC State Board of Legal Specialization in the area of Estate Planning and Probate Law. In that role, Jeff was a part of the group that drafted the first examination required of those attorneys desiring designation as a specialist in this area of practice. Jeff was also appointed by Gov. James G. Martin, and served from 1986 to 1995, as the at-large member of the three-member North Carolina Tax Review Board, the highest administrative council in disputes involving state tax matters. In that capacity, Jeff served with the State Treasurer and the Chairman of the NC Utilities Commission to hear and render decisions on administrative appeals of disputes between taxpayers and the North Carolina Department of Revenue.

Jeff was elected in 1982 as a Fellow in The American College of Trust and Estate Counsel. He served in numerous advisory capacities and presented analysis and insight into his areas of specialty in various forums throughout the course of his practice.

In 1980, Jeff left the practice he had helped found in 1958 to pursue his desire of practicing with one or both of his sons, who had expressed interest in the practice of law. By 1990, both his sons had joined him in practice, and in 1993, his son-in-law joined the firm as well. Jeff headed this firm for more than 25 years prior to his retirement in 2010 and saw the practice significantly expand the areas of practice and professional services offered by the firm.

Jeff graduated from Wake Forest College in 1952 and, after service in the U.S. Army, entered Wake Forest University where he received his Juris Doctor in June, 1957. Jeff attended New York University and received a Master of Laws (Taxation) in June, 1958. Jeff is a member of the American Bar Association, North Carolina Bar Association, and various other national, state and local professional associations.
